Rossitsa Gradeva’s War and Peace in Rumeli brings together nearly a decades worth of research on the Ottoman Balkans into a single collection. As the name implied, Gradeva is as interested in the effects of war on the Balkan populations as the government’s peace-time policies. The shifting Ottoman borders in the Balkans between the fifteenth and nineteenth centuries meant that war and peace were, in the author’s word, “closely intertwined”, and the consequences of war were acutely felt. However, Gradeva argues that peaceful activities persisted throughout. Without understanding the peace-time Balkans, one cannot undestand the region’s Ottoman history. The first part of War and Peace in Rumeli revolves around the Danube as a dividing and connection point in the Balkans. The second set of papers looks at Ottoman justice and administration, notably the kadi courts and the place of non-Muslims. The third and final group of articles looks at everyday Balkan life under the Ottomans. Together, War and Peace makes a valuable contribution to scholarship of the Ottoman Balkans.
