This pamphlet outlines the doctrines and customs of Islam, including a wide range of the more baroque commandments; argues that the religious difference between the militance of Islam and the Christian spirit makes it impossible for unmoderated Islamic rule to be tolerable to Christian minorities, and applies this to the case of Armenia. Writing a decade before the Armenian Genocide, Yoosuf considers the possibility of Russian rule (too brutal to be acceptable to the Armenians), of autonomy (impractical in the geopolitical circumstances), and of administrative reform imposed by the European Powers. He argues that the last is feasible; the Sultan cannot resist given his difficulties with the Arabs and in the Balkans. A remarkable piece of historical forecast, a road not taken.
